Good idea or not?

I don’t know.

Manuel Mondragón y Kalb, the Federal District’s Secretary of Security (basically, Police Commissioner) proposes creating a medical registry of persons arrested for carrying narcotics.  Having narcotics in one’s possession for personal use is — while not quite legal — akin to an affirmative defense in U.S. criminal law.  It’s not a crime if you need the drugs for medical reasons (like being an addict).  The tricky part has always been proving need… and gangsters have been known to suborn doctors who will affirm that whatever quantity your guy happened to have in his possession was for legitimate personal use.  A friend of mine who did a stretch for alleged check fraud in Nayarit claims one of his cellmates was a trucker carrying a four  ton load of marijuana… which his lawyers later presented evidence was for personal use.  And the judges, even if they were dubious, had no choice to accept.

I’m dubious about the story, but even so…

The proposal to define “personal use” narcotics is back on the table, after being vetoed (at U.S. insistence) by Vicente Fox with the sweetener that users would be forced into treatment.  This is not legalization, but follows the trend in Latin American legal thinking about the issue.

I’m not certain what to make of the police maintaining a medical registry, but this does show that even the police officials are looking at better ways to use their resources, and at dealing with narcotics as a public health issue.

    Richard Grabman who owes everything he knows and all wealth to America but who bleeds for the Poor Starving Mexican and Illegal immigrants into the America he never did a fucking thing to pay back for his education and health but who would knock any American who wants our southern border closed to the entry of any Illegal Immigrant and his sidekick Lyn who hides in the Mountains of Colorado (last time I checked they were in America) The only reason either one of these two turncoats has any time to worry about Citizens of another country (Mexico and it’s millions of potential illegal immigrants) Why don’t the both of you Pieces of work denounce your American Citizenship, Move Permanently to Mexico and apply for Mexican Citizenship that way you will not be turncoats to the very country that gave you both Educations, Health and the ability to live above the Poverty level surrounded by Americans of European descendent and if you had paid attention you would have noticed that almost all the comforts of life were invented by European or American Engineers, and if both of you Einstein’s had noticed not much has come from Mexico except Crime, Corruption, Disease, Disrespect of Law, Litter, Ignorance, Drugs, Gangs, Criminals, and Bullshit. Why have they not given Allegiance to America and the American Flag, Dedication to learn English and assimilate into America like all immigrants before them? Until there is a profound change in the attitude of Mexican Immigrants they will never be welcomed by the American Citizen or ever allowed to prosper…

    I sort of hope so. It’s immensely entertaining, though off-topic (what does my education, or that moron’s know-nothing attitude towards Mexican immigration have to do with a proposed bureaucratic regulation in Mexico City)?

    I’ll let this one stand, but will quietly mark the rest as “spam”. My site… my rules.

    This is still far from a working solution of legalizing drugs. Let’s see what happens. I don’t think that it is needed as a policy though.
